Background:

The daughter of a relatively well-off shoe manufacturer. Velvet was singled out as a Career tribute not only because of her physical prowess, but because she has an older brother suffering from Cystic Fibrosis, which could be cured by very expensive medication available in the Capitol, and it was thought that this could be used as a means of garnering popular support. Her interest, however, seemed minimal, but since 15, she has, for unknown reasons, suddenly begun to pursue her training with what can only be described as fanaticism, and since that time she and her mentor, Star, have become extremely close.
